Not always. In good weather, cocktail hour music can usually happen outdoors without covering. Covering or an indoor backup location may be needed if there is rain, snow, active moisture, extreme sun exposure, high wind, or unsafe conditions. Even though cocktail hour is simpler than a full reception setup, the instruments and musicians still need to be protected.
